I suppose that's just the homeless.
In many places this happens in the world,but so that at once on 5 - 6 persons on the road ,I have not seen.The city's Central pedestrian street,where there are towers with the cops watching her,but enough to move 3-4 blocks away and you find yourself in a downtown infested with homeless,prostitutes and drug dealers,where you immediately begin to ask for money.I stopped just in the downtown,wanted to see how people live here
