Creating a world from scratch

I want to implement a project of a computer game. It consists in the following. First, the player Chaos - simple creates a chaos of different images, virtual objects, words and sounds. The player's task by using voice commands to create out of Chaos a world that will evolve and develop. For example, a player says - let there be Light — and the program changes in a certain way Chaos. Gradually there is the world and the player acts on it causing it to change. Technical idea of implementation of this very simple, basic items are considered. It is rather a large amount of work.
I am a project Manager.
For a project I need programmers, modelers, artists, people tend to invent the series.
For me the most difficult question - to find a Manager who will promote this game. In my experience I know that it is very difficult be of interest to someone. But even if it is a project without profit, then I don't think someone will lose, because from my point of view, the idea is unique.
