could you tell me please what a program that can stretch an audio file to 16-40 times

I on one site saw they sell the program and write here is that --as a result of processing on the instrument when creating audio programs, phrase duration is stretched from 16 to 32 times, compared to the usual time of its utterance.

I now need this program, I went through some audioprogram to record and rasagiline, compression cutting file but there is not so much to stretch the phrase.

And the topic of the audio editors can not ask? Be sure to clog the next section of the topic in one question? Adobe autdition, Cool Edit pro 2 - these two definitely drag the file to an unlimited number of times (at least I enjoy them both for these purposes were used.).
