Transfer session (like questionnaires) no technical features - program is buggy, when confronted with the Latin alphabet in the content. Or just not seeing the session with the Russian in the content, or just throws an error and shuts down. If you rename the session folder using a third-party program, then after the first operation content, the program reads the damaged folders with sessions and restores all the names in the original state (plus erases the user session). Transparent vowed in the next version of the programs to work on the code and make sure it was not.

It was written for XP (the best system for work - the perfect balance of performance, stability and convenience, everything is already maximally refined and perfected, all more or less serious programs are still working in it), just the engine adapted to higher versions (which are still full of glitches and not the fact that they'll ever fix it completely - it's a new system to throw on the market than the old one to bring to the ideal).

As for cross platform I would absolutely not judge - for all it will not adapt - it is better to maximize performance in some things than a little shit in every corner - too many variations to customize... for example, I use Linux distributions for home and work computers, so neuroprogrammer works for me using a virtual machine with XP (and I sit with it - no viruses don't worry - the maximum that threatens, it is a necessity to lose 10 minutes to restore a backup image of the virtual region).
